Right to education in emergency situations: Report of the Special Rapporteur on the right to education

The Special Rapporteur on the right to education has identified emergencies as a source of serious violations of the right to education, one that currently affects a large number of people. By emergency, the Special Rapporteur means a situation arising out of armed conflict or natural disaster.

Institutional Autonomy and the Protection of Higher Education from Attack

This study examines the relationship between institutional autonomy and the security of higher education institutions from violent and coercive attacks. The paper includes a review of the limited literature available, as well as a series of examples illustrating different forms of attacks. These include arrests related to classroom content in Zimbabwe, sectarian divisions in Iraq, impunity for murders of academics in Pakistan, and physical intimidation on campuses in Tunisia. The study suggests that institutional autonomy plays a direct and indirect protective function.

Learning in Displacement: Briefing paper on the right to education of internally displaced people

This paper introduces a series of case studies looking at education for Internally Displaced Persons (IDPs). It examines the international human rights law framework for guaranteeing education to IDPs, focusing on issues such as non-discrimination and documentation that are particularly likely to arise in this context.

Guiding Principles on Internal Displacement

Francis M. Deng, the Representative of the UN Secretary-General on Internally Displaced Persons (1992-2004), developped these guidelines in 1998. It is a set of 30 recommendations, which define who Internally Displaced Persons (IDPs) are, outline the large body of existing international law protecting people’s basic rights, and describe the responsibility of states. Although not legally binding, they constitute a comprehensive minimum standard for the treatment of IDPs and are being applied by a growing number of states and institutions.

Rapport du Rapporteur Spécial sur le droit à l'éducation : Financement de l'éducation et mise à jour sur l'éducation dans les situations d'urgence

Ce rapport est consacré à la question du financement national de l’éducation de base. Il passe en revue les obligations de financement de l’éducation des États en vertu des droits de l’homme et fournit des exemples concrets de cadres juridiques nationaux qui garantissent un financement national. Le rapport contient également une mise à jour sur l’éducation dans les situations d’urgence, conformément à la résolution 64/290 de l’Assemblée générale.

INEE Reference Guide on External Education Financing

The purpose of the INEE Reference Guide on External Education Financing is to enable national decision-makers in low-income countries, including those in fragile situations, to better understand the ways in which donors provide education assistance, how various funding mechanisms work and why donors choose one funding mechanism over another to support education. In addition, it is hoped that this publication will help increase education policy-makers’ awareness of the types of external assistance used to fill gaps in domestic education funding at the field level.
