This joint general comment 3 and 22 of the Committee on the Rights of the Child and the Committee on the Protection of the Rights of All Migrant Workers and Members of Their Families recalls the importance of protection children in contexte of international migration. Paragraph 18 and 32 refer to the right to education.
In France, the health crisis has exacerbated the educational exclusion of young foreign adults. For many, this period has made it impossible to go through all the administrative procedures necessary for their regularisation. This situation receives very little attention and the French educational community and civil society are working hard to highlight this administrative gap that compromises the right to education of so many migrant youth.
En el presente informe, la Relatora Especial examina la situación de los refugiados en relación con el derecho a la educación, en particular en el contexto del logro de los Objetivos de Desarrollo Sostenible. Los informes sobre la cuestión más amplia de la educación en situaciones de emergencia fueron presentados al Consejo de Derechos Humanos (A/HRC/8/10) y a la Asamblea General (A/66/269) por titulares anteriores. La Relatora Especial considera importante dar seguimiento a la cuestión en el contexto actual.
Dans le présent rapport, la Rapporteuse spéciale examine la situation des réfugiés s’agissant du droit à l’éducation, en particulier dans le contexte de la réalisation des objectifs de développement durable. De précédents titulaires du mandat ont traité la question plus vaste de l’éducation dans les situations d’urgence dans des rapports au Conseil des droits de l’homme (A/HRC/8/10) et à l’Assemblée générale (A/66/269). La Rapporteuse spéciale estime qu’il convient de poursuivre l’examen de la question dans le contexte actuel.
In the present report, the Special Rapporteur reviews the situation of refugees with regard to the right to education, in particular in the context of achieving the Sustainable Development Goals. Reports on the broader issue of education in emergencies were presented to the Human Rights Council (A/HRC/8/10) and the General Assembly (A/66/269) by previous incumbents. The Special Rapporteur considers that it is relevant to follow-up on the issue in today’s context.
Este informe trata de las personas que han atravesado las fronteras nacionales, que, en general, corren riesgo de marginación y, en particular, de discriminación en los servicios de educación. El informe tiene por objeto informar y ayudar a los gobiernos y partes interesadas en sus esfuerzos por abordar estas cuestiones y elaborar prácticas óptimas con el fin de garantizar a los migrantes, refugiados y solicitantes de asilo el disfrute del derecho a la educación que hasta ahora no han podido ejercer.
Ce rapport met l'accent sur ceux qui, ayant franchi les frontières nationales, sont généralement exposés au risque de marginalisation et, plus spécifiquement, de discrimination en termes d’accès à l’éducation. Il a pour objet d’informer et d’aider les gouvernements et les parties intéressées dans les efforts qu’ils déploient pour traiter ces questions et développer les meilleures pratiques afin que soit respecté le droit à l’éducation des migrants, des réfugiés et des demandeurs d’asile, ce qui n’est pas le cas à l’heure actuelle.
A recent monitoring report regarding implementation of recognition of refugees’ qualifications under the Lisbon Recognition Convention brings good news. The report was presented at a meeting of the Convention Committee in Paris on 28 June. The Lisbon Recognition Convention sets the standards for the recognition of qualifications in the European region.
UNESCO’s 2019 Global Education Monitoring Report, Migration, displacement and education: Building bridges not walls, highlights countries’ achievements and shortcomings in ensuring the right of migrant and displaced children to benefit from a quality, inclusive education, a right that serves the interests of both learners and the communities they live in.
